System.Drawing.Region's IDisposable is not used

The private property OffScreenRegion returns a System.Drawing.Region, but the caller doesn't wrap this in a 'using' statement or otherwise call IDisposable. If someone were to exercise that code programmatically, generating thousands of Regions, perhaps there could be a problem with not releasing the underlying Win32 handles in a timely manner.

Resolved with changeset 88011: Issue 12955: Fixed a portion of code where a Region is created but not disposed when the program is finished using it.
